My Tek light has tripped my GFI on a couple of occasions. I diagnosed it by turning off one pair of bulbs and then the other to see which was tripping it (sounds like the approach you are taking).
On both occasions I had to clean salt creep from the end of one of the flouorescent tubes.

I wonder if someone who has some halides would be interested in a frag to see if it colors up like your ora b-nest. Might be a fun experiment.(scratch)
I read it as an either/or sort of question at first. Think of it like this:
Are you spending more time... since the weather turned stormy and wet? Yes or No?

Do you suppose it's a hitchhiker on the rock or did something in my tank reproduce or is it just a frag that broke off and settled there?
3 inches of med. grade sand (on top of a plenum) doesn't seem quite deep enough for a deep sand bed but deep enough to contribute to nitrates.
How often is the filter sock cleaned or replaced?
Have you confirmed your test kit is accurate? Take a sample to your LFS as a double-check.
Do you have any other symptoms of high nitrate? Algae growth?
It seems to me you have plenty of live rock for the size of your system. How deep is your live sand?
What kind of water to you use to top-off and to make up your salt water? Have you tested it for nitrates?
