I recently bought some live rock from reefgeek84, and not only was he an awesome host (excellent brownie sir!), but the rock's beautiful and I got some really nice pieces. Coralvue has a halide ballast that dims... http://www.coralvue.com/400metalb.html , it is great, you have to physically do it your self, but is kind of a cool little extra to have... AS for shortening the life of the bulb, it may if you have it overdriven, but it is only 10% so I do not think it would be a dramatic effect...plus if you had it cranked down, I would think that would help prolong the life of the bulb...but I could be way off on this thinking... Flourescent lamps for example need to be burned in for 100 hours min without being turned off before dimming or it drastically shortens the life of the lamp.
