Add the rock first, make sure it is secure on the bottom glass, then toss in the sand. Once the water clears, take a turkey baster and blow off all the sand that settled on the rocks.

I would pass on the vortech jason. Sounds like you are on a somewhat limited budget and there are much better things to spend that money on then upgrading to a vortech when a koralia and tunze will do just fine.
You have a static ip which is a permanent ip address given to you by your ISP which won't change. Your dynamic ip is the one that changes all the time. Albeit when they perma-ban people its nearly always the static ip.

I used velcro tape to stick my light to the back of the tank. I still use the tray at the top of the second chamber to hold my filter floss. So I couldn't put a light over the top, I like it shining through the back anyway. It penetrates way better.
In the solana megathread on RC they meshmodded the stock skimmer pump and it works really well I guess.
