all depends on what size tank, overflows, closed loops you want. Oh and the big one is how well you want it to run in the end. unless you are working with a 55g or smaller I recommend hard plumbing throughout. post up some specs of what you are looking to achieve and we may be able to help ya even more...

 

Just as a basic plan for $8 per bulkhead and $10 to $15 per union ball valve(every external pump should have 2). joints are around $1 each, but the pipe itself is cheap.:) you can get these items for less sometimes but its best to plan high and finish low then the opposite. Not that I've done this before or anything...lol

Start sketching a layout of your system, your needs and your equipment. Post it here for advices, go to the stores and ask for advices and quotes and make your decision.

As Snowpunk said, mostly depends on the complexity of your system.

It can be expensive: I just finished plumbing my new sump to my tanks and I think I spent more than $300 in pvc fittings
