Do you even need the hoop or can it just be a strap? If you need the hoop then that will be the determining factor on cost. My other business (although slow right now) deals with sewing heavy duty fabric (My machines will punch through about 1/2" of leather) and I have accounts at the two largest fabric supply warehouses in PDX. For something like this you would probably have a hard time telling the difference between the ones bought in the stores and these.
