Is this a problem?

I would. Water can get down in that waterproof area and mess with your electrical contacts. With electricity and water it is better to be safe than sorry.

You may be able to waterproof it again if you used some electrical shrink tubes for wires, but I will leave that call to an electrician.

You should PM Dave (Barelycuda) and ask his opinion.

There are water tight heatshrinks made that have an extra compound to keep moisture out. But to put it on you would have to cut the end off your cord and put a new cord cap on. If it was an expensive pump I would consider it but since it appears to be a smaller Rio I would throw it out.
