overflow flushing

Admittedly I have done almost no looking into this on my own, but...

 

I have a ball valve on my return pump (~700 ghp at zero head, not sure about the 4 feet at tank top) and if i get it more than about 1/3 open the siphon style overflow box (CPR, rated for 600gph) starts flushing. is there anything i can do to get more flow out of the return? Drain line is 1" PVC with a flexible washing machine drain line attached to it. It has a ball valve too, but is wide open atm.

My drain is pvc and when the end was under water it made the flushing sound. So I guessed it was because of the water pressure on the end of the tube. I drilled a bunch of holes in the part that was under water and that stopped the flushing noise.
