Rick
I would think either or both could be added while it is cycling.

Won't the macro algae remove a good portion of the nutrients needed to make bacteria that remove nutrients. More simply, don't I need the bad stuff to make bacteria? Won't the cheato remove this before the bacteria has a chance?
Rick
The Chaeto is going to grab Nitrates and some CO2. Initially though I think it would actually dump some nutrients into the system to help the cycle rather than hinder it. In effect it would be like getting some live sand from a healthy established system which Jay has. (Most of the Chaeto and all of the Halimeda I have came from him) FWIW, I put both a ball of Chaeto and planted a bit of Halimeda right from the start in both of the last 2 tanks I set up. Both had quick initial cycles (less than a week) although I used a lot of the stuff from an established system to give them a good jump start.
