I use a the brine shrimp hatcher from brine shrimp direct. http://www.brineshrimpdirect.com/c1/c9/Hatchery-Dish-p183.html It is very easy to use and pretty consistant. You do not need an air pump and the bbs will decapsulate themselves when they hatch so all you have to do when you harvest is take the newly hatched bbs out of the center cone and restart it if you want.
