Their electrician says, "The panel has incorrect connections on some wires and also incorrect handle ties on the top 3 240v breakers. Meaning one phase would shot off ("trip"), and one phase could possibly remain energized." I need to know if this guy is right and the work needs to be done, and if someone in the club would like to do the work. The home is in Troutdale, by Blue Lake, and I could meet you there.
