I have had a few that came with the burnt mirror ring around the glass above the threads. They worked fine, but I always wondered why they were that way.
It was with 250w BLV's

I bet you're happier with the 24" height. Your plumbing looks pretty slick. I like the CA reactor feed line, that's the way I do it.

I use a float valve in the sump as well. It is hooked up to a 6 gal salt bucket. I used a drill bit and a tap to make the threads at the bottom of the bucket, and it uses John Guest fittings. You can build one for about $25(float valve is around $15). You can do it with the cheaper Jayco fittings but it's much easier with the JG speedfits.

Looks like an encrusting sponge. It shuldn't grow faster than your zoas, but if you want to get rid of it, pick it off with a tooth pick, or tweezers.
I thinks it's pretty cool, and I would frag off the zoas before the sponge, but that's me.

I've been working hard lately to increase my calcium using my calcium reactor.
That is the problem.
Do as impur says and buff it up with an alkalinity supplement.
The reactor is better at maintaining CA/Alk, rather that raising it.
Have you done a water change lately? It sounds like your doing everything else right.

The measurements are 24" Long, 8" front to back, and 13.75" tall.

Actinics are up to you. You won't NEED them, but you may want them. If you use a good reflector (lumenarc III) you can cover the whole spread with just the 1 bulb.
As for the HQI vs. regular ballast, You will get a little better growth running the 20k's off of the HQI but you will be replacing the bulb more often. I've ran radiums, ushio, PFO, and XM off of the HQI and I was changing bulbs around the 8-9 month mark.
Look into the M135 pulse start ballast if you're worried about changing out your bulb too often. I run a 400w ushio 10k off of a PFO pulse start and the color/intensity is great.
The 20k/HQI combo is hard to beat for color though.
Whatever you do, don't skimp on the reflector.
