Is this for sure diatoms?

I have been battling this for way too long in my Red Sea reefer.... changed out rodi filters, been running rowaphosin a brs reactor, tried to get a refugium going, lots of water changes but just can’t get it to go away and want to make sure that it is what I think it is which is diatoms and what you would do if this was overrunning your rock and sand. I know it’s a pretty basic question but I’ve tried a lot of things already and just curious if this was your tank at your house what would you do. I thought it was cyano at first because it really does have almost a red hue to it but it just came right back after back to back chemiclean treatments. I just received nopox and am about to give that a try. Thanks for any input hopefully this type of post can help other people who are struggling as well!

Def cyano, know this one too well... Completely went away after started putting kalkwasser in my ATO's, not saying it's a cure for everyone but it worked for me. It was actually an unexpected surprise since I was originally only using it for calcium and ALK! I did the chemiclean thing too but was only a bandaid

Chemiclean works magic for me in the past.  
last treat was over a week ago left it in the tank for 48 hours with an air pump and I had it everywhere! Rocks Sand and all!   
 

I left UV on and Skimmer off...Skimmer is still going nuts!!! Driving me crazy
