Need help identifying this algae

Hello folks,

 

I have been dealing with this algae for a while now. And I am having a hard time identifying it. It seems colorless, and is all over the rock scape.

I thought maybe it was not sufficient flow over the rocks, but I have had my circulation pump right onto the rocks for almost 2 months now and yet no luck. I even took a toothbrush one day and decided to scrub it off, but nothing came off!

 

Any help will be appreciated, thank you!

More in terms of just overall flow. Are the rocks with algae getting a lot of flow over them? 
Then also look at your nitrates, etc. 
Nitrates have been a little high, not a lot though, for a while now. Despite a lot of water changes.
Any way to bring the nitrates down and eventually get rid of this algae?

There is, you can use chaeto or a denitrator brick but once it's gone keeping good flow in your tank can also help among other things. 
Do you have a cleanup crew in the tank? 
I do have chaeto in the sump. Maybe I should try the brick :) thank you
